Rocket launches from Alaska with Navy satellite (AP)
ANCHORAGE, Alaska ? A rocket launched from an Alaska island Tuesday is carrying an experimental Navy satellite designed to provide safer combat communications.
The satellite will allow troops with radios to communicate without the need to position antennas in dangerous settings, said Peter Wegner, director of the Department of Defense's Operationally Responsive Space Office.
The liftoff from the state-owned Kodiak Launch Complex for the Naval Research Laboratory project is for a yearlong mission. The system will be assessed after that period to determine if it should become permanent, Wegner said, after the satellite was sent up inside the nose of a Minotaur IV rocket.
"With this system you can stay in a covered area and pull out your radio and communicate with headquarters," he said. "It really is, I think, a huge potential life saver."
The orbit to be taken by the satellite is oval instead of round, giving longer periods of communications coverage in crucial areas, such as the Middle East. The total mission cost is $190 million, including the $45 million launch, which was conducted by the Air Force, Wegner said.
The commercial launch complex on Kodiak Island, about 275 miles southwest of Anchorage, is operated by the Alaska Aerospace Corp. and provides access to space for government and commercial interests.
The last rocket launch from the Kodiak complex occurred in November 2010 and involved sending small satellites to orbit. Past launches have also included drone rockets being used by the Missile Defense Agency to test the accuracy of the country's missile defense system. That testing is now done in Kwajalein Atoll in the South Pacific, eliminating much of the business of the Kodiak complex, which is seeking new customers.
The next launch is tentatively set for September 2013 and would involve aerospace companies including Lockheed Martin Corp. to send up small satellites for customers.
"There are others we are talking with," said Alaska Aerospace Corp. CEO Dale Nash.
Tuesday's blastoff occurred in clear, ideal weather, Nash said.
"It was a gorgeous launch, incredible launch," he said.
Ground crews were able to track the rocket's orbit except for an expected communications gap over the Pacific Ocean, where no ship-based antennas were available, Wegner said. The operations room was pretty tense during the 20-minute blackout, then communications resumed in Santiago, Chile.
"Everybody cheered and clapped and breathed a sigh of relief," Wegner said.

LOS ANGELES (AP) ? After eight months of contract-wrangling and negotiations that dragged past a strike deadline, supermarket workers in Southern California will stay on the job and shoppers won't have to rely on Whole Foods or their corner liquor store for groceries.
Members of the region's United Food and Commercial Workers voted to ratify a new contract with three major grocery chains, union local spokeswoman Ellen Anreder said, averting a strike of more than 60,000 workers that could have crippled the industry and left shoppers scrambling.
United Food and Commercial Workers local spokeswoman Ellen Anreder said Saturday that after two days of voting, members agreed to a deal struck Monday with Vons, Ralphs and Albertsons. Exact vote totals were not released.
"We're all very grateful to our customers for their support over this eight-month process, and are very grateful that we can continue to serve them," a tired-but-relieved Anreder said after the vote.
Union officials had urged their rank-and-file to ratify the contract, which they said addressed concerns about funding for the employees' health plan, the main sticking point during months of negotiations.
"This package protects our members' access to affordable comprehensive health care for themselves and their families," the union said in a statement. "That was our top priority throughout the negotiating process."
The supermarkets, meanwhile, said after agreeing to the deal that it would allow them to remain competitive. Messages left for grocery representatives after the vote were not immediately returned.
Details of the agreement were made available to members for the first time as they filed into their union locals' headquarters or other voting locations to cast their ballots on Friday and Saturday.
"There was a sense of relief when people had an opportunity to really look over the new contract and see what was in it," Ralphs clerk and union member Mario Frias said.
The deal ended months of sometimes testy discussions between union officials and representatives of The Vons Cos.; Ralphs Grocery Co., a subsidiary of The Kroger Co.; and Albertsons, which is owned by Supervalu Inc.
The three-year contract affects about 62,000 workers from central California to the borders of Mexico and Arizona.
Ralphs had indicated it would initially close all 250 of its stores if there had been a strike; Albertsons had said it could shutter up to 100 locations, while Vons had said its stores would remain open.
The prospect of shuttered stores and tense picket lines brought fears of a repeat of the four-month strike in 2004 that cost the industry $2 billion and created a mess for shoppers. This time around, with unemployment at 12.1 percent in California, workers evidently feared that they would find little public sympathy if they voluntarily walked off the job.
The market chains, meanwhile, were likely reluctant to invite shutdowns and picket lines that might alienate shoppers already spending less due to the economic downturn.
Union leaders and the markets announced in July that they had reached a tentative agreement on the employers' contributions to pension benefits, but remained far apart on payments to the union health care trust fund.
Union members voted overwhelmingly last month to authorize their leaders to call a strike. Those leaders said they were responding to what they characterized as the chains' delaying tactics when they issued the required 72-hour notice Thursday evening to cancel the contract extension under which they had been working since March.
But after the Sunday evening deadline passed with neither a strike nor a deal, store employees returned to work. Union officials announced Monday that the tentative deal had been reached.

Hurt Lokayukta cautions media against 'malicious campaign'

Karnataka Lokayukta, Justice (Retd) Shivaraj V. Patil, who resigned Monday following a row over his buying a housing plot, cautioned the media against malicious campaign on people who spend a lifetime with integrity and build a reputation.
?I would like to caution the media that persons who have spent their lifetime with integrity and built a reputation cannot take such a malicious campaign without deep hurt,? an emotional Patil told reporters Monday soon after submitting his resignation letter to Governor H.R. Bhardwaj at Raj Bhavan.
Noting that the malicious campaign against him and his wife Annapurna had deeply hurt and pained him, the 71-year-old Patil feared that such campaigns would deter honest people from taking up such assignments (ombudsman post) as it would amount to playing into the hands of the corrupt.
The former Supreme Court judge, who lasted in the anti-graft office barely for 47 days since taking oath Aug 3, quit amid charges that he and his wife had bought two residential sites violating housing society rules.
?I request all concerned to honestly reflect and decide whether they want to fight against corruption or malign the people who take up the fight against the corrupt," Patil said.
"Though I have resigned, my only discomforting thought is, am I giving up this office yielding to the malicious campaign of a few and letting down the hopes of many who had reposed their faith in me,? Patil stressed.
Denying wrong-doing in his wife buying a 4,012 sq feet site from Vyalikaval House-Building Cooperative Society (VHBCS) near Nagavara on the city?s outskirts in 2006, Patil said he gave up very lucrative practice as a lawyer in 1990 to accept judgeship and serve society.
?On being persuaded, I once again gave up lucrative assignments to accept the post with a desire to serve the people of the state. I have discharged my duties as a judge of the high courts of Karnataka and Tamil Nadu, chief justice of the Rajasthan High Court, judge of the Supreme Court and member of the National Human Rights Commission,? Patil recalled.

Pakistan flood victims sell possessions, beg (Reuters)
PANGRIO, Pakistan (Reuters) ? The family of 12 were relieved when a Pakistani army boat rescued them from flood waters a week ago. But the hardships have only piled up at a makeshift camp.
The few family possessions saved from the roaring waters have been sold to buy food. The children have picked up potentially fatal diseases but can't afford to rest. And Pakistan's government is nowhere to be found.
"The children have been begging in the market to get food, and from the passing cars," said Ahmed Junejo, one of almost 2 million people displaced by floods which have ravaged Sindh province in the south.
Like many flood victims, the Junejo family are resigned to the fact they will have to fend for themselves.
"I just need two things -- food and a tent to protect my children from the sun and the rain. That's what we need here,"
said Ahmed, 50.
"Nobody has come to even look at us so we don't know where the relief camps are, and nobody had told us about any aid being delivered anywhere. We are still waiting for someone to come".
It could be a while.
Pakistan's cash-strapped government has been slow to respond to the floods, which have killed over 300 people and damaged or destroyed about 1.2 million houses since monsoon rains triggered the crisis in late August.
It's a repeat performance of last year, when authorities failed to ease the suffering of millions hit by epic floods in July and August, prompting the military to take charge.
Some 800,000 families hit by that calamity remain homeless.
The army is active again, traveling across kilometres of flooded farmland in boats to rescue people who have just the clothes on their backs.
But that hasn't eased the anxiety of families like the Junejos, who are stuck on barren land beside a petrol station.
They lost about 20 goats, which were used for milk or food and were their only assets.
PRIME MINISTER APPEALS FOR HELP
The father had to sell his mobile phone for the equivalent of $3. That merely bought some flour and biscuits which may only last a few days.
Like many flood victims, Ahmed believes help can only come with connections to the political elite in Pakistan, where the poor have few rights.
"I want to look after my family and feed them but I cannot. I feel sick from watching my kids like this. Nothing can be done about it. We don't know anyone high up so we just have to wait," he said.
President Asif Ali Zardari was widely criticised for trips to Britain and France last year when Pakistan was battling floods that killed about 2,000 people and made 11 million homeless.
Prime Minister Yusuf Raza Gilani, who has been visiting flood victims, said the government could not ease the latest crisis on its own.
"The floods from the rains are beyond anyone's expectations. People's livelihoods, their livestock, crops, and businesses are destroyed," he told Reuters in the town of Nawabshah after touring flood-hit areas on Sunday.
"I appeal to all people, chambers of commerce, the business community and the international community to come forward."
Sindh, Pakistan's second biggest province, was already suffering long before the floods of 2010 or this year hit.
It had levels of malnutrition almost as critical as Chad and Niger, with hundreds of thousands of children at risk, according to the U.N. Children's Fund.
"This catastrophe, at the moment, considering the already poor health and nutrition status, is really extremely seriously for the people. I want to emphasise urgency of getting assistance to them," Timo Pakkala, United Nations Resident Humanitarian Coordinator, told a news conference in Islamabad.
He launched an appeal for $356 million for a rapid response plan for three months. Aid groups have warned of a growing risk of fatal diseases.
Ahmed's youngest child, two-year-old Mansoor Ali, has had diarrhoea and fever for over a week. Medicine from a nearby state hospital didn't help. The private clinic was too expensive.
"We don't have anything else to sell," said Ahmed.

'Happy Gilmore' actress Frances Bay dies at 95 (AP)
LOS ANGELES ? Frances Bay, who tussled with Jerry Seinfeld over a loaf of marble rye and played Adam Sandler's grandmother in "Happy Gilmore" during a career that began in the 1930s, has died. She was 92.
Her cousin Les Berman says Bay died Thursday at a Los Angeles area hospital after being diagnosed with pneumonia.
After working as a radio actress before World War II, Bay married and became a housewife. She returned to acting in the 1970s and her career took off. Bay played Fonzie's Grandma Nussbaum on "Happy Days" and kindly older ladies in shows like "The Jeffersons," "The Dukes of Hazzard" and "Who's the Boss?"
The Canadian-born actress also was cast by director David Lynch in several films, including "Blue Velvet" and "Wild at Heart."
Fans of "Seinfeld" know her as the tough lady who fought with the show's star over the last loaf of bread.

Giants' Sandoval hits for the cycle

DENVER - San Francisco Giants third baseman Pablo Sandoval has hit for the cycle against the Colorado Rockies.
Sandoval hit a two-run homer in the first inning Thursday night, singled in the second and doubled in the fifth. In the sixth, he hit a fly ball to the base of the wall in right-center field and beat the throw to third for the triple to complete the first cycle of his career.
The four hits all came against starter Jhoulys Chacin.
Sandoval is the 25th Giants player to hit for the cycle and the first to do it since Fred Lewis accomplished the feat May 13, 2007, also at Coors Field. It is the 10th cycle recorded at Coors Field.

High-performance networks speed data on explosion's early discovery
A recent discovery by scientists at the Lawrence Berkeley National Laboratory (Berkeley Lab) and the University of California, Berkeley, of a supernova within hours of its explosion was made possible by a specialized telescope, state-of-the-art computational tools and the high-speed data transmissions network of UC San Diego's High-Performance Wireless and Research Education Network (HPWREN), as well as the Department of Energy's Energy Sciences Network (ESnet).
The discovery late last month of the supernova is unique because it is closer to Earth approximately 21 million light-years away than any other of its kind in a generation of observations. Astronomers believe they caught the supernova just as it was about to explode, and researchers are now scrambling to observe it with as many telescopes as possible, including the Hubble Space Telescope.
The supernova, dubbed PTF 11kly, occurred in the Pinwheel Galaxy, located near the "Big Dipper," in the Ursa Major constellation. It was discovered by the Palomar Transient Factory (PTF) survey, which is designed to observe and uncover astronomical events as they happen.
The PTF survey uses a robotic telescope mounted on the 48-inch Samuel Oschin Telescope at Palomar Observatory in Southern California to scan the sky nightly. As soon as the observations are taken, the data travels more than 400 miles to the National Energy Research Scientific Computing Center (NERSC), a Department of Energy supercomputing center at Berkeley Lab, via HPWREN and ESnet. Within hours of identifying PTF 11kly, this automated system sent the coordinates to telescopes around the world for follow-up observations.
"This discovery, and the process that followed, is a perfect example of the power of coordinated collaboration," said Hans-Werner Braun, a research scientist with SDSC and HPWREN's director. "It shows how effective scientific discovery can be when researchers combine their expertise to leverage technologies such as reliable telescopes, high-end spectrum analyzers, advanced supercomputing resources and high-speed data networks."
Joshua Bloom, assistant professor of astronomy at the University of California, Berkeley, and author of the machine learning code that tipped off astronomers to the candidate, called it "the supernova of a generation." Astronomers at Berkeley Lab and UC Berkeley, who made the discovery, predict that it will be a target for research for the next decade, making it one of the most-studied supernovae in history.
"We caught this supernova very soon after explosion. PTF 11kly is getting brighter by the minute," said Peter Nugent, the senior scientist at Berkeley Lab who first spotted the supernova. Nugent is also an adjunct professor of astronomy at UC Berkeley. "Observing PTF 11kly unfold should be a wild ride. It is an instant cosmic classic."
"We still do not know for sure what causes such explosions," said Weidong Li, senior scientist at UC Berkeley and collaborator of Nugent. "We are using images from the Hubble Space Telescope, taken fortuitously years before an explosion to search for clues to the event's origin."
The team will be watching carefully during the next few weeks, and the Hubble Space Telescope has studied the supernova's chemistry and physics. Catching supernovae so early allows a rare glimpse at the outer layers of the supernova, which contain hints about what kind of star exploded.
The scientists in the PTF have discovered more than 1,000 supernovae since it started operating in 2008, but they believe this could be their most significant discovery yet. The last time a supernova of this sort occurred so close was in 1986, but Nugent notes that this one was peculiar and heavily obscured by dust. "Before that, you'd have to go back to 1972, 1937, and 1572 to find more nearby Type Ia supernovae," according to Nugent.

HPWREN is a collaborative Internet-connected cyberinfrastructure on research, education, and public safety activities. The project supports a wireless data network in San Diego, Riverside, and Imperial counties. The network includes backbone nodes, typically on mountain tops, to connect often hard-to-reach areas in remote environments. As one of the Applied Network Research (ANR) projects at the UC San Diego, HPWREN operates as a joint activity between SDSC and the California Institute for Telecommunications and Information Technology (Calit2).
